Who is an Ex-Serviceman?

The eligibility of the retired Defense personnel to the status of Ex-servicemen is governed by the definition as laid down by Department of personnel and Training of India. The definition has undergone changes from time to time

The following is the broad categorization:-

(1) Those released before 1st Jul 68:-

Any person who had served in any rank (whether as Combatant or not) in the Armed Forces of the Union and has been released there from otherwise then by way of dismissal or discharge on account of misconduct or inefficiency.

(2) Those released on or after 1st Jul 68 before  1st Jul 79:-

Any person who had served in any rank (whether as a combatant or not) in the Armed Forces of the Union for a continuous period of not less then six months after attestation and released there from otherwise than by way of dismissal or discharge on account of misconduct or inefficiently.

(3) Those released on or after 1st Jul 79 but before 1st Jul 87:

Any person who had served in any rank (whether as a combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months after attestation if discharged for reasons other than at their own request or by way of dismissal or discharge on account of misconduct or inefficiency and not less than 5 years of service if discharged at own request.

(4) Those released on or after 1st Jul 87:-

Any person who had served in any rank (whether as a combatant or not) in the Armed Forces of the Indian Union and was released\ retired with any kind of pension from Defense Budget or released on completion of specific terms of engagement with gratuity otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency.

In addition, the personnel of Territorial Army (TA) of the following categories, Viz., pension holders for continuous embodied service; persons with disability attributable to military service and gallantry award winners retired on or after 15.11.86 and of the Army postal service (APS) who are a part of the regular Army and retired from such service, i.e. directly from the Army postal service itself, without reversion to P& T Department with a pension or who have been released from such service on medical grounds attributable to military service or circumstance beyond their control and awarded medical or other disability pension are also covered within the definition of ex-servicemen with effect from 19 Jul 89.

        In all cases Recruits are not ex-servicemen.

Armed Forces of the Union means the Army, Navy and Air Force of the Indian Union including Armed Forces of the former Indian States but excludes the persons who have served in Defense Security Corps, General Reserve Engineering Force, Lok Sahayak sena and paramilitary Forces (PMF).

The eligibility of the person to the status of ex-service will be governed by the definition in vogue at the time of his discharge and will not be affected by the changes in the definition subsequent to his discharge.

CONCESSION AVAILABLE TO EX-SERVICEMAN

i.  Central Government

1.  Reservation of jobs in Group ‘C ‘ & ‘D ‘ posts.

2.  Age relaxation in employment in employment.

3.  Relaxation of educational qualification in employment.

4. Compassionate appointment up to two dependants of service personnel killed/disabled  in action and to one dependant of service personnel killed/disabled in peacetime.

5.  Fixation of pay in respect of SSCOs/ECOs giving weightage according to number of completed years of military service.

6.  Income Tax Exemption for pension to winners of Gallantry Awards of PVC, MVC, VRC.,   Ashoka Chakra, Kirti Chakra, Shaurya Chakra & SM/NM/VM under clause 18 of IT Act  1961.

7.  Exemption of examination fee in respect of examinations held by UPSC, SSC and BSRBs  for reserved vacancies.

8. Allotment of Army Surplus Vehicles.

9. Allotment of Oil Products Agencies.

10.Allotment of UTI Agencies.

11. Air travel concessions to war widows/recipients of Param Vir Chakra, Ashoka Chakra,  Maha Vir Chakra, Vir Chakra, Kirti Chakra & Shaurya Chakra and permanently disabled Officers (Battle Casualty).

12. Free passage to transport the bodies of Officers and men of Armed Forces killed in War/insurgency operations/aid to Civil power or died in harness, by Indian Airlines.

13. Train travel concessions to war widows/recipients of Param Vir Chakra, Ashoka Chakra, Maha Vir Chakra, Vir Chakra, Kirti Chakra & Shaurya Chakra.

14. Full concession in installation charges and 50% concession in normal rental charges to Gallantry Award Winners, War widows and disabled soldiers for telephone facilities.

 

ii. State Government

BANK LOAN INTEREST SUBSIDY SCHEME

ASSISTANCE RENDERED FROM

i. The Tamil Nadu Ex-Services Personnel Benevolent Fund

 

1. Lifetime Grant of Rs.500/- p.m. to World War Veterans and Rs.300/-P.m. for their widows.

2. Educational scholarship, examination fees to the children ranging from Rs.150/-to Rs.750/- per annum, up to postgraduate level.

3. Actual education expenses of orphan children.

4. Subsidy of Rs.1200/- to the daughters and free sewing machines to widows trained in the Tailoring Units run by the Department.

5. Stipend of Rs.10/-per day for actual attendance and Rs.150/- p.m. for raw materials to the trainees in the Trainees in the Tailoring Units run by the Department.

6. Pocket money of Rs.20/- per day to Ex-servicemen who are suffering from T.B/leprosy / Cancer and undergoing in-patient treatment in the T.B.Sanatorium \ Leprosarium \ Cancer institute approved by the Government of TamilNadu as well as in the Government General Hospitals/Rehabilitation Homes.

7. Transport charge to T.B. \ Leprosy patients of the Sanatorium to visits heir homes periodically, i.e., once in Year.

8. Grant towards the purchase of artificial dentures, spectacles and hearing aid, artificial limbs, surgical boots\ Jackets \ crutches or other appliances as recommended by the specialists.

9. Matching Grant of Rs.100\- p.m. to the T.B. \ Leprosy patients who are in receipt of Medical After Care Fund from the Indian Red Cross Society.

ii. Assistance Rendered from the Amalgamated Fund

1. Reimbursement of 50% of interest on loans up to a maximum of Rs.2.50 lahks, for self employment Ventures.

2. Subsidy of 25% subject to a maximum of Rs.50,000/- on the cost of Industrial shed\plot for Venture in Industrial activities.

3. Scholarship\ Stipend for children studying in Technical/professional vocational and Computer Courses.

4. Scholarship to children of Defense personnel killed or disabled in action, studying in   Academic, Technical\ Professional \ Vocational Courses, beyond Higher Secondary stage.

5. School Uniform and Book Allowance (SUBA) to children of Defense personnel killed or disabled in action, studying in schools. ( I to V Std : Rs.1000/-: VI to VIII Std: Rs.1250/-; IX to XII Std: Rs.1500/-)

6. Stipend of Rs.1000 /-p.m. for Training in Industrial Training Institutes.

7. Marriage Grant of Rs.10,000/- to the daughters of Defense personnel killed or disabled in action.

8. Annual Maintenance Grant of Rs.2,000/- to the next of kin of Defense personnel killed and to the personnel disabled in War/ War-like operations for life time.

9. Housing Grant of Rs.30,000 /- to widow of Defense personnel disabled in action  in all conflicts after Independence.

10. Ex-Gratia grant of Rs.30,000\- to the next of kin of Battle casualties.

11. Stipend of Rs.900/- p.m. to those undergoing training at Queen Mary’s Technical Institute  for disabled soldiers at kirkee, pune.

12. Life time Grant of Rs.300/-p.m. to totally blind, provided they are not in receipt of any    assistance from other sources.

13. Life time Grant of Rs.300/-p.m. to those affected by Leprosy.

14. Life time Grant of Rs.500/- p.m. to cancer patients.

15. Life time Grant of Rs.300/- p.m. to paraplegic.

16. Rs.20,000/- for major surgeries, such as, kidney Transplantation or open Heart Surgery.

17. Maintenance Grant of Rs .300/- p.m. to mentally retarded children.

18. Marriage Grant of Rs.5,000/- to one daughter.

19. Monthly Grant of Rs.150/- towards maintenance to those who have not been able to find suitable employment or are not in a position to earn by working.

20. Grant not exceeding Rs. 5000/- for alleviation of distress due to fire, flood, civil riots, accidental death and other natural clematis.

21.Reimbursement of House Tax to the War disabled and to the recipients of Param Vir Chakra, Ashoka Chakra, Maha Vir Chakra, Kirti Chakra, Vir Chakra, Shaury Chakra and to the widows who are in receipt of Defense Family Pension for self occupied house.

22. Gift articles Worth Rs. 500/- to Leprosy patients on the eve of Deepavali Festival.

23. Grant of Rs. 1000/- per child for coaching to appear in Entrance Examination for Professional Course and got admitted.

24. Grant of Rs. 3000/- for meeting funeral expense of Ex-Servicemen.

iii. Amalgamated Fund.

1. Ex-Gratia amount of Rs. 30000/-

2. Annual Maintenance Grant of Rs. 2000/- for life time.

3. Housing Grant of Rs. 30000/-

4. Marriage Grant to daughters Rs. 10000/-

5. Sanction of Scholarships for Professional/Technical/Vocational and Academic courses beyond Higher Secondary to children of the deceased.

OIL PRODUCT AGENCIES "DEFENSE CATEGORY"

4. Income : The gross income of the applicant should not exceed Rs.2.00 lakhs per annum.

5. Residency : Resident of any district in the State with preference to the district in which the location is advertised.

2. Education Grant Rs. 100/- p.m. till XII Std. to children of non-pensioner Ex-servicemen and of all widows of Ex-servicemen up to three children.

3. Financial Assistance of Rs. 10,000/- to non-pensioner Ex-servicemen towards House Repairs.

4. Marriage Grant of Rs. 8,000/- to daughters of JCOs/Ors and their equivalents who are not provided any assistances for the purpose by State Government.

5. Financial assistance up to Rs. 15,000/- towards Medical reimbursement for treatment taken in civil or Government Hospitals.

6. Reimbursement towards expenditure incurred by Ex-servicemen for treatment of:-

a) Heart: 90% for personnel Below Officers Rank and 75% for Officers.

b) Cancer: Up to Rs. 75,000/-

c) Renal/Dialysis: Up to Rs. 75,000/-

ARMY GROUP INSURANCE FUND MEDICAL BENEFIT SCHEME

 

Reimbursement of expenditure incurred by Ex-Servicemen who are members of Army Group Insurance Fund towards treatment in Civil Hospitals for serious diseases.

a) Heart : Rs. 1,15,000/-

  • Repeat Angioplasty/CABG : Rs. 85,000/-

b) Cancer : Rs. 1,00,000/-

c) Renal Transplant/Dialysis : Rs. 1,25,000/-

d) Total Hip/Knee Joint : Rs. 1,00,000/-

e) Prostate Surgery (TURP) : Rs. 15,000/-

f) Acute Phase Management of Stroke(Cerebra Vascular Accident) : Rs. 50,000/-

g) Lithotripsy for Kidney/Urethra Stones : Rs. 20,000/-

h) Arterial Surgery : Rs. 1,00,000/-

 

WELFARE ASSISTANCE TO BATTLE CASUALTIES

i. State Government

1.  Monetary Assistance (From Kargil defence Personnel Relief Fund) to:-

a)   Killed :   Rs. 5,00,000/-

b)   Disability (Totally disabled/double   amputee/totally)  :    Rs.3,00,000/- 

2. Compassionate appointment to one family member in State Government Job.

3.  Free Education up to Post Graduate level to the Children of the deceased.

ii. Central Government

1.   Ex-Gratia amount to NOK

a) Death occurring in war : Rs. 10,00,000/- 

b) Death occurring in action against militants/terrorists/extremists : Rs. 7,50,000/-

c) Death occurring in performance of duties and by terrorists and anti national elements, etc., :  Rs. 5,00,000/-

2. 50% concession Air Travel to all War Widows and permanently disabled Officers(Battle Casualty)

3. 75% concession in Railways.

4.Priority in Telephone connection and Waiver of installation charges.

SELF EMPLOYMENT SCHEMES

i.    SEMFEX-1 (Self Employment for Ex-servicemen)

Loan Purpose : Small Scale Industry

Eligibility : Ex-servicemen/Widows Max. age 60 years

Maximum : Rs. 15,00,000/-

Contribution : 1.  10% up to Rs. 10,00,000/-

                      2.   18.3% above Rs.10,00,000/-

Soft Seed Capital Loan :   15% of loan amount

Term Loan : 66.7% of loan amount

Repayment Period : 5 to 7 years

Institution : Tamil Nadu Industrial Investment Corporation Ltd.

ii. SEMFEX-II (Self Employment for Ex-servicemen)

Purpose : Agriculture and Allied purpose

Eligibility : Ex-servicemen/widows; Age no bar

Maximum Loan: Rs. 10,00,000/-

Promoter's Contribution : Varies up to maximum 15% depending upon purpose and loan amount

Institution : All Nationalised Banks

Repayment period : Maximum 10 years.

iii. SEMFEX-II (Self Employment for Ex-servicemen)

Purpose : Khadi and Village Industries.

Eligibility : Ex-servicemen/widows; Age no bar

Maximum Loan : Cost of Industry

Margin Money : 30% up to Rs. 10,00,000 (subsidy at tail end ) and above this @ 10%

Promoter's Contribution : 5% of loan amount

Institution : All nationalized Banks (through KVIC/KVIB)

iv. NEF (National Equity Fund) Scheme

Purpose : Small Industry and selected Agricultural activities

Eligibility : Ex-servicemen/widows; Age no bar

Maximum Loan : Rs. 50,00,000/-

Promoter's Contribution : 10% of loan amount

Soft Seed Capital Loan : 25% of loan amount subject to a maximum of Rs.10,00,000/-

Term Loan : 65% of loan amount

Institution : Tamil Nadu Industrial Investment Corporation Ltd.,Commercial Banks and selected Co-operative Banks.

Repayment period : Maximum 7 years (depending upon type of venture and amount of loan)
